India: UPI
How UPI Works
The Unified Payments Interface is not an app. It is a rail run by the National Payments Corporation of India, sitting on top of the banking system and settling in real time, around the clock. This distinction is often missed. PhonePe, Google Pay and Paytm are applications built on the UPI rail. Alongside it, the law promotes e-sports and online social games as separate, registrable activities, with an Online Gaming Authority of India constituted as an attached office of MeitY to maintain the list of prohibited games, register permitted ones and handle grievances. This changes the nature of the question. Philippines: GCash and Maya

GCash is the largest e-wallet in the country by a distance, reporting 81 million active users in January 2025. The directive targeted in-app discovery, not existing balances, and BSP officials confirmed in September 2025 that licensed operators continue to be treated as ordinary merchants for cash-in and cash-out purposes. Current Status
Bangladesh replaced a 159-year-old statute. The Gambling Prevention Act, 2026 (Act No. 98 of 2026) received presidential assent from Mohammed Shahabuddin, was published in the official gazette and came into force on 1 July 2026, superseding the colonial-era Public Gambling Act of 1867.
The scope is broad and deliberately digital. The Act introduces legal definitions for online gambling, remote gambling, sports betting, bookmaking, virtual casinos, digital gambling platforms, VPN-enabled gambling, match-fixing, spot-fixing and cryptocurrency-linked gambling transactions. It extends the concept of a gambling premises beyond physical locations to websites, mobile applications, social media groups, servers, domains and data centres. It names digital wallets, fraudulent mobile financial service accounts and ghost SIM cards explicitly.
Penalties are tiered. Operating a platform draws up to seven years and a fine of up to Tk 5 crore. Participation draws up to five years or Tk 1 crore. Laundering through fake SIMs, fraudulent MFS accounts or cryptocurrency reaches ten years. Promoters, influencers, athletes and affiliates face up to three years and Tk 50 lakh. In July 2026 Bangladesh Bank, the Criminal Investigation Department and bKash launched a joint public awareness campaign across television, print and social media warning users of the consequences.

Other Markets in the Region
