Riot Games, the North American video game developer, based in Los Angeles, United States, one of the biggest esports events organizers and content producers in the world, released the League of Legends patch version 11.19.
Worlds
The newest software update from the US developer and publisher went live, before the start of one of the yearly Worlds-series event, one of the two main world championships in the esports title — the 2021 League of Legends World Championship, or Worlds 2021 event.
The recent 11.19 patch of the game was released in just two weeks before the official start of one of the main esports events of the year, which is scheduled to begin on November 5-6, when the first matches in the play-in stage will commence in group A.
This is the second round of various champions’ balancing updates from the North American video game company, and one of the last efforts of the developers of the esports title to properly balance the current state of the game, before the upcoming championship begins.
It was confirmed earlier, that the Worlds 2021 championship will be actually played using the newest 11.19 version of the game. The professional esports players will be unable to pick both of the recently added champions — Akshan and Vex.
Champions
When talking about champions buffs and nerfs for the Summoners Rift map, actually only a few of them were quite noticeably nerfed. According to the developer’s highlights of the patch, the list of the now potentially weaker picks includes champions such as Kennen, Ryze, Sona, Soraka, and Varus.
These are two flexible laners (mostly picked top and mid, respectively, though), also two kind of historically unpopular in the pro play support champions, and one utility attack damage carry, or ADC champion, which is quite often used in a lot of compositions on the professional scene, due to his powerful ultimate ability.
The buffs list on this Riot’s patch is actually quite lengthy. It highlights some of the League of Legends’ champions, such as Aatrox, Akali, Cho’gath, Fizz, Galio, Gragas, Gwen, Mordekaiser, Poppy, Qiyana, Renekton, Sejuani, Seraphine, Sion, and Sylas. Here are some details of the champion changes in the latest update.
Vex
After the release of patch 11.19, Riot also published the mid-patch update, where the changes were done specifically to balance the newest addition to the champion’s roster of the MOBA title.
The new champion, Vex’s passive ability and also the first skill were immediately nerfed. The decision was based on the initial feedback after the champion’s addition to the live servers.
Aatrox
Talking about specifics of the Aatrox champion’s update, the North American developers decided to buff the Darkin Blade fighter due to his lowered popularity on the professional scene. The cooldown on his second ability was decreased.
Aatrox, as one of the top lane champions, was actually a priority pick for a long time in the pro play and was immensely popular, but after some of the recent patches and tweaks to his skillset, the champion’s popularity among the top competitive LoL teams has decreased.
Akali
Akali’s health regeneration and health regeneration growth stats were slightly increased. The US’ developers believe that the current state of the champion is pretty balanced, and allows it to be played on every skill level in the game.
Cho’Gath.
Another champion of the buff list in the patch notes is Cho’Gath. Riot decreased the cooldown on his first ability. The change was made in order to make the tanky champion even more powerful during the teamfights, adding a little bit more of crowd control capabilities to his kit.
Fizz
Fizz was totally rebalanced in this update. The champion was nerfed during the last update, when his ultimate ability was changed, so the developers wanted to balance him this time in a more simple way. The Tidal Trickster assassin-type mage’s abilities were reworked across multiple areas.
One of Fizz’s first abilities, his passive, was removed, which gave the mobile yordle some additional defensive capabilities against the basic attacks of enemy champions. His second active ability, which is an on-hit damage multiplier, was nerfed to the state of the before last update.
Fizz can also jump a little bit quicker with his maxed third skill. The ultimate was buffed with the increase of the raw damage and ability power multipliers on all three types of damage inflictions.
Galio
Galio’s second active ability was changed, as the cooldown on the skill now scales with its rank. The champion was nerfed in one of the last patches, and before it was actually really popular on the professional scene, so the developers decided to partially roll back the nerfs, and bring the Colossus tank back to life.
Gragas
One of the older champions in the game, the AP tank, Gragas now has his second active ability’s power scaler increased. The developers intend that the buff will make the champion stronger in his jungling efforts in the middle phase of the game.
Gwen
One of the newer champions on the Rift, which is Gwen, had her base stats tweaked just a little bit during this software update from the North American developer. Riot slightly increased her health regen, so the hero can now be played more on all skill levels.
The fighter champion was previously nerfed during one of the last patches, the changes were aimed at decreasing the amount of champion’s power during the laning phase of the game, especially in the professional play.
Kennen
One of the League of Legends’ mages, Kennen has his first active ability’s damage slightly nerfed in this update. The yordle champion became quite popular in the professional play, especially since one of the last patches, implemented by Riot, when in 11.15 patch his first active skill’s base damage and ability power ratios were both increased.
Mordekaiser
Another buffed AP bruiser champion on the list was Mordekaiser. The Pentakill’s metal band lead guitarist had his third active ability cooldown reduced on earlier levels, in order to make him more viable on all levels of play.
Poppy
Poppy’s passive skill cooldown was made shorter. The top lane’s and jungle’s Keeper of the Hammer can now excel in specific matchups and even on the professional scene, especially during the laning phase.
Qiyana
Qiyana is another League of Legends’ champion, who was changed during the recent update. The mechanic of her abilities and combos was slightly modified in one of the last updates by the developers, in order to open more counter play possibilities against the Empress of the Elemets.
The champion’s skill mechanic is now fixed and buffed. The assassin’s jungling options are said to be much wider now too, as she got her bonus damage against monsters doubled to 50%.
Renekton
One of the old-school top lane early game juggernauts — Renekton, had some of his base stats tweaked. The champion was heavily nerfed during one of the last patches, so the developers are giving him some of his power back.
For instance, his base health is now increased, and health growth parameter is upped too. The mechanic and even the improved animation of his second active ability were also fixed.
With this update, Riot are trying to balance the fighter’s early lane advantage, which is quite favored in the competitive play.
Ryze
One of the first mages in League of Legends, who appeared on the game in the early alpha version, Ryze was one of the champions, who’s kit was nerfed during the last software update from the US’ developer. The ability power ratio on his first active became smaller, and the cooldown on the third active ability became longer.
The developers made a decision to nerf one of the oldest champions in the game in order to see more interesting pick phase and more variable, unorthodox midlane matchups at the upcoming Worlds 2021 championship.
Sejuani
One of the tank-class champions, which dominated the professional League of Legends’ esports scene for quite some time, Sejuani had her first active ability buffed, with more damage output now available for the users.
Seraphine
Seraphine got her ultimate’s cooldown decreased. The developers thought that one of the newly added supportive mages looks weaker than the other champions on the Rift, so they decided to promote more action and not just passive ability power scaling of the ranged mage.
Sion
One of the other top lane’s heavy juggernauts, the undead Sion, was looking a bit weak recently, so the developers from Riot Games decided to buff him in this League of Legends’ update. His second active ability was buffed for a more stable early game phase.
Sona
Sona, the Demacia’s support mage, is one of the few champions, which were nerfed during this patch. In 11.19, her base armor stat was slightly reduced and most of her other abilities were fixed.
Sona’s passive ability has a little less damage output, her first active now does not see the enemies in the fog of war, and the third skill takes into account some of the slow reduction abilities of her enemies.
Soraka
Another healing support similar to Sona, which is Soraka, had her ultimate’s healing capabilities slightly nerfed. The amount of base heal on the spell was reduced, but the ability power ratio was not changed during the latest software update.
Sylas
Sylas was one of the magic damage champions that were nerfed during the last update, so the developers decided to make some changes to the champion’s kit in the current patch.
His base stats, such as base mana amount and base mana regen parameter were increased. The implemented changes will most certainly positively affect the mage’s early laning power.
Varus
Finally, we have Varus on the list of the changed champions in this League of Legends’ patch. Previously, in 11.12 and 11.18, his first active ability was a little nerfed, and his base attack damage parameter was slightly reduced, also bonus attack speed against minions and monsters was lowered.
The developers are certain that the last tweaks to his kit were not going in the right direction. They decided to just nerf his first active once again in order to focus on his imbalanced builds, which are empowering the active use of the spell.
URF is back
Riot Games made Ultra Rapid Fire mode available again with this update. The California-based game developer also additionally tweaked the damage characteristics of the champions, when they are selected to play in the URF.
There were a lot of changes to the balancing in the returning URF mode, which is focused mainly on the casual League of Legends’ players. The fixes to the mode affect various champions’ changes, which are also based on their winrate in the mode.
This side of the patch includes total balance overhaul, changes to the shields power, and also revised gold rewards for minion kills.
Some of the champions were actually buffed for the URF mode, but most of the game’s characters were a little bit nerfed, due to the kind of straightforward playstyle specifics of this League of Legends’ in-game mode.
ARAM
One of the bugs in a popular mode in the game — ARAM, which stands for the all random all mid setting, was fixed in this software update from Riot.
The issue was dedicated to tweaking the healing reduction mechanics, which is specific to this game type.
Cosmetics
Riot added additional cosmetics in this software update, such as the new Nightbringer and Dawnbringer series of skins, various chroma sets, and other valuable in-game loot.
There is also a specific new theme — the newest skins, which are dedicated to the upcoming Worlds 2021 event, such as the new look for the Jarvan IV champion.
Other notes
The 11.19 patch changes also include various fixes to the automated AFK detector and punishment system.

Qiyana
- E+Q combo targeting on dashing targets adjusted. Q bonus damage against monsters increased.
- Before 11.18, Qiyana’s E+Q auto aim combo used to be undodgeable. We changed her E+Q targeting mechanism last patch so that enemies could escape by dashing or flashing away. However, that version of the combo generously treated every enemy dash as an attempt to dodge Qiyana’s combo, and it turns out this isn’t always the case. A dashing enemy might be headed towards the same direction or even the exact same location as Qiyana’s E. So in scenarios where the dashing enemy ends up still within Qiyana’s default attack range, she’ll maintain her auto aim. Lastly, Qiyana jungle is not quite playable yet, so we’re bumping that up to give her a fair shot.

Sona

- Sona’s songs have been a bit too powerful, especially in Skilled play. In addition to a few bugfixes, we’re nerfing her base defenses a bit, all of which should add up to an appropriate nerf for the virtuoso.

Sylas
- Base mana and mana regen increased.
- Our 11.15 nerfs to Sylas’s Q and W restrained him more than intended. We’re offering him back some power by easing up on his mana constraints in lane, allowing him to be more proactive with his spells earlier in the game.

Varus

- Varus’ last nerf missed the mark, so we’re going a bit harder with a pointed focus on his Lethality builds, which are more reliant on his Q. (As a reminder, his Q cooldown can get partial refunds with stacks from W – Blighted Quiver’s passive.)

Ultra Rapid Fire
- Sharpen your spatulas, because URF returns with 11.19, just in time for Worlds! It’s time to stretch those fingers and get ready to mash those keyboards. We’ve also made some important updates to URF below.
Balance Reset
- In this run of URF, we’re using a new balancing strategy for mode-specific champion adjustments. Historically, we’ve aimed for 50% ideal winrate without incorporating how champions were balanced on classic Summoner’s Rift (SR). We realized it didn’t quite make sense for us to be toiling at something that already has a great solution, so we’re choosing to align closer to existing numbers in classic SR. Instead of aiming for 50% winrates for across the board, our new strategy is to adjust champions in URF (and future game modes) to be closer to their SR winrates. This better accommodates the varied circumstances for why champions don’t sit at 50% on normal SR, such as low playrate or niche gameplay.
- Since this direction can imply a number of changes, most* of the URF regular champion adjustments will be removed for the first couple of days of patch 11.19. This includes the percentage modifiers to damage dealt, damage received, healing, and shielding. Individual mechanical changes, like Aurelion Sol getting more than three stars, are staying in place. A mid-patch update will occur part of the way into 11.19 that will then balance champions on URF to our new targets.

Shielding
- In past versions of URF, we nerfed shielding only on champion ability shield ratios. To make sure we don’t miss new champions, champion VGUs, and heftier patch changes, we’re nerfing all shields across all champions consistently—just like we already do for healing.
- Shield Reduction in URF 50% ratio reduction ⇒ 30% overall reduction
Lane Minion Gold Values
- When we last updated the gold values for minions on SR waaay back, URF was not adjusted to match. We’re fixing that and basing the new values on a simple percentage increase relative to SR. This’ll make the differences easier to understand and less likely to diverge in the future while only slightly reducing the overall gold in URF in the early game.

Worlds Clash
- Team formation for the first weekend of Worlds Clash opens on September 27, with matches taking place on October 2 and 3. In addition to the standard trophy, banner, and logo Clash rewards, Worlds Clash grants an additional Loot Capsule containing:

AFK Penalties
- We’re adding new AFK penalty tiers to take stronger action against serial AFKers and ensure a healthier game experience. Players who progress through AFK penalty tiers will now be subject to a new queue lockout penalty at higher tiers in addition to queue delays. Queue delays reset if an AFK is detected during any of the five queue-delayed games. These delays and lockouts apply to all queues except for Clash and TFT.
- Penalties will roll out in NA and LAS this patch for initial testing, and everywhere else next patch.

League Client
- Since updating the client’s version of CEF (Chromium Embedded Framework) in patch 11.17, we’ve seen significant improvements in the performance, reliability, and stability of the League client. Check out the latest update of the Client Cleanup Campaign for more details!
- However, we’ve also noticed that the upgrade doesn’t play nice with outdated drivers, so please check if your video card drivers and OS are up to date if you’re experiencing new issues with the client.
Bugfixes
- Fixed a bug where some players’ screens would freeze when viewing runes during Champ Select or in Collections
- Fixed a bug to significantly reduce the time spent “Waiting for Stats” after the end of a game
- The menu that appears upon right-clicking a friend’s name in the Social Panel will correctly persist until you select an action or click out of it
- Sounds from the Social Panel (such as messages and clicks) will play consistently again
Bugfixes & QoL Changes
- Fiora’s base voice lines have been remastered to sound clearer and more consistent
- Several Predator keystone tooltips have been corrected to reflect its changes in patch 11.18
- Nasus’s Q – Siphoning Strike now triggers item effects that occur upon dealing ability damage (such as Luden’s Tempest or Tear of the Goddess)
- Fixed a bug where Irelia’s Q – Bladesurge would sometimes (though very rarely) deal double damage
- Fixed a bug where, if Akshan’s E – Heroic Swing was cast and did not hook onto terrain while his Q – Avengerang was out, he would be able to cast another Q – Avengerang immediately
- Braum’s E – Unbreakable will correctly block the damage dealt by Jayce’s Q – Shock Blast if it’s the first instance of damage dealt by a champion on his shield
- Fixed a bug where Malzahar’s Passive – Void Shift did not correctly reduce damage on attacks or abilities that trigger Night Harvester’s Soulrend passive
- Fixed a bug where, when emerging from Fog of War, Aurelion Sol’s Q – Starsurge visual effects would go out of sync and appear further away than it actually was
- Fixed a bug where, if Taliyah casted Q – Threaded Volley on Worked Ground without moving, she was unable to cast her Q again until her passive cooldown reset
- Eclipse no longer grants omnivamp against targetable champion-created objects such as Gangplank’s barrels and Teemo’s mushrooms
- Doran’s Blade and Ravenous Hunter no longer grant physical vamp against wards
- Ornn’s upgraded version of Riftmaker, Icathia’s Curse, now correctly grants 8 AP per Legendary item
- Fixed a bug where the bonus damage on Prowler’s Claw’s Sandswipe active would not trigger if used at too close of a range
- Fixed a bug where getting hit by Bard’s R – Tempered Fate right before activating Prowler’s Claw’s Sandswipe active would make abilities uncastable once the stasis expires
- Fixed a bug where Night Harvester’s Soulrend passive would not trigger against enemy champions who were in stasis when the item was purchased
- Fixed a bug where, if a champion purchased Frozen Heart while dead, its Winter’s Caress passive would activate on champions who were recently hit by the purchaser
- Fixed a bug where Irelia’s blades would not change color when she had 4 stacks of Passive – Ionian Fervor
