Injury Assessment: Minimum 60-Second Exit
Any player who receives on-field treatment or assessment is now required to leave the pitch for a minimum of 60 seconds, doubling the previous 30-second threshold used by the Premier League. Restarts: Five-Second Countdown for Throw-Ins and Goal Kicks
Throw-ins and goal kicks will now be subject to a five-second countdown. If the time limit is exceeded for a throw-in, the opposing team is awarded possession. For a goal kick delay, the opposing team receives a corner. The rule directly targets time-wasting and will require Coventry City players to adjust set-piece routines from day one.
Substitutions: Ten-Second Departure Rule
Substituted players must vacate the pitch within 10 seconds. If that window is missed, the incoming substitute cannot enter until the first stoppage occurring at least one minute after the restart. This is a pointed response to deliberate time-wasting during substitutions, a tactic that has frustrated officials and supporters across the division for years.

VAR: Second Yellow Card Reviews Added
A VAR review will now be available when a referee issues a second yellow card to a player, resulting in a red. The scope is precise: it applies only to a confirmed second yellow awarded by the referee, not to a potential second yellow under consideration. The Premier League has also confirmed it will not adopt certain optional competition laws, including the option for VAR to review incorrectly awarded corners.
