Draw Procedures and Technical Restrictions
The ceremony begins with League D and moves upward to League A. Teams are drawn and assigned to groups in ascending order subject to specific conditions. A computer identifies available groups to ensure compliance with geographic and political rules.
Bosnia and Herzegovina and Kosovo cannot be drawn into the same group.
The draw also accounts for travel and climate. Group compositions are limited to one pair of teams involving excessive travel distances. Iceland and Kazakhstan are primary subjects of these restrictions due to flight times to opponents like Armenia, Cyprus, or the Faroe Islands. Winter venue rules limit a group to two nations at high risk of severe conditions, affecting teams such as Norway, Finland, and Estonia.
